On February 16, 2017, at approximately 8:30 AM, an employee and a coworker were walking along the right side of a trash truck, picking up trash bags and containers. His coworker picked up a large trash bag, swung it around, and accidentally struck him, causing him to lose his balance. The truck's rear tires then ran over both his ankles and feet.
