Employees were moving rock off a roof to access the rubber waterproofing in order to repair the roof. Employee 1 was using an equipment hopper. The hopper moved forward toward the roof edge rather than backward toward the work and Employee 1 fell off the roof edge. Employee 2 reached out to grab Employee 1 and both employees were pulled over the edge by the weight of the hopper. Both employees fell 25-30 feet into the bed of a work truck.
